A recent grand jury said that Councilmen Jim Cooper and Mike Leary -- who are also ranking Sacramento County Sheriff's Department deputies -- created a conflict of interest by taking part in the city's law enforcement contract talks. Elk Grove resident Joey Tomko is calling the grand jury report clear evidence that the city's government needs a serious housecleaning.
